Our recent Blue Sky report, Beyond Incremental Reform: Right-Setting Counterterrorism at the United Nations, demonstrates what independent policy leadership can achieve. The report provides a roadmap for strengthening the UN’s counterterrorism architecture while reinforcing human rights, accountability, and the rule of law. It has already helped inform discussions surrounding the 2026 review of the UN Global Counter-Terrorism Strategy and reinforce support for preserving strong human rights and accountability commitments in the renewed Strategy.
